Drugs impair awareness, acuity, judgement and self-control.
Hence people under the influence of the drug alcohol are forbidden to drive motor vehicles on public highways.
This restriction should be extended to all street drugs and psychiatric medications for the same reason.
And if it is unwise for someone to be drunk or stoned in charge of a motor vehicle, it is similarly unwise for someone to be drunk or stoned in charge of a country. We need legislators and administrators who are clear-headed and not liable to irrational behaviour or impaired mental acuity.
Therefore, it shall be made illegal for any MP or government bureaucrat to be under the influence of drugs or alcohol whilst on duty. It is not unreasonable to demand that those running the country be sober. Indee,d it is highly irresponsible to be otherwise
There shall be mandatory random drugs tests for all MPs and bureaucrats. It shall be illegal for any MP or bureaucrat to decline a drugs test when asked to take one.
The administration of such tests shall be a matter of public record and the names of those tested and their results (positive or negative) shall be openly published. Any person found to be under the influence of drugs or alcohol whilst on duty shall be immediately suspended and subject to reprimands and fines. Any person who tests positive three times shall be fired/dismissed without compensation.
Enforcement of this policy shall be the duty of the office of Parliamentary Master at Arms (PMA). The PMA is a new office whose job shall be to police the conduct of MPs and officials in the Parliament to detect and eliminate unethical and/or unlawful conduct. It is a branch of the police force. and manned by police officers. I’ll discuss the setting up of the PMA and its role and duties in a later essay.
