In a move that will alarm Brexiteers and defenders of British sovereignty alike, the Labour Government is preparing to announce a sweeping Security Pact with the European Union—a backdoor re-entry into Brussels’ orbit, this time through defence and foreign policy.
The pact, expected to be formally unveiled on 19 May 2025, represents nothing less than a partial reversal of Brexit, sacrificing the very autonomy the British people voted for in 2016.
According to the EU’s ambassador to the UK, Pedro Serrano, the agreement is not new, but a resurrection of an abandoned 2018 proposal—one originally designed for a Britain that was never meant to leave. This pact, stripped out of the UK’s final exit deal in 2019 due to its unacceptable impact on British decision-making, is now being repackaged by Labour under the guise of cooperation.
A Legal Trap Disguised as “Partnership”
The pact hinges on the UK agreeing to an Association Agreement with the EU on defence. Under this, Britain would submit to EU frameworks including:
- The European Defence Agency (EDA)
- The European Defence Fund (EDF)
- Permanent Structured Cooperation (PESCO)
These are not mere talking shops. They are structures through which EU countries shape, fund, and enforce shared defence strategies—and they come with rules. Lots of them.
The UK would be required to comply with the EU’s Third State rules—a stringent regulatory regime imposed on non-EU countries that want to participate in EU programmes. Currently, only Norway is subjected to such conditions. For Britain, a nation that voted to take back control, this would be a remarkable reversal.
Brussels Gets a Say on the Falklands, Gibraltar—and Everything In Between
The implications are stark. Under these rules, Britain’s foreign and defence policy would be shackled to EU positions. That includes thorny issues such as the Falkland Islands, Gibraltar, and other British Overseas Territories—areas where EU nations like Spain and Argentina have long-standing opposing interests. Labour’s pact would hand the EU leverage over UK positions on these matters.
More worryingly, compliance would be enforced through the threat of trade restrictions. The pact is to be legally folded into the EU-UK Trade and Cooperation Agreement (TCA), meaning Britain could be punished economically for pursuing independent policies. This is not cooperation—it is conditional surrender.
EU Programmes, UK Cash – But No Say
Labour promises access to EU defence projects, but that comes with a price. Britain would be allowed to bid for contracts and receive so-called “financial incentives”—but only to the extent that we hand over money first. In other words, we’re being bribed with our own money, in return for rules we don’t write.
The price won’t just be counted in pounds and pence. The UK’s deep defence ties with the United States, including our critical role in AUKUS, will be jeopardised. The more we integrate with EU procurement and policy, the more we alienate our most trusted strategic partners.
Intelligence: Open Access for Brussels?
The pact also includes a Security of Information Agreement (SoIA), which would open up British intelligence channels to increasing EU scrutiny. The EU wants “timely” and gradualistic sharing of high-level information—a deliberately vague phrasing that allows scope for escalation.
This risks undermining Britain’s role in the Five Eyes alliance, particularly our privileged access to American intelligence. Washington is unlikely to look kindly on UK intelligence becoming part of a ratcheting EU framework, especially where EU policy diverges from that of the West’s broader strategic alliances.
Labour’s Brexit Betrayal?
Let’s be clear: this is not simply a defence pact. It is the first serious step back into the EU’s regulatory and political control. Once defence and foreign policy are locked in, others will follow. The mechanism is clear: money in, rules imposed, sovereignty out.
For Brexiteers, this is a warning shot. Under Labour, the Brexit mandate is being hollowed out, replaced by technocratic subservience to Brussels. What could not be achieved through the front door of the EU is now being ushered in quietly through the back.
This pact isn’t about security—it’s about control. And if Britain is to remain a truly sovereign nation, this agreement must be challenged, scrutinised and rejected.
