Neurotechnologies Enabling Remote Control of the Activity of Human Brains

A group of American conservative politicians issued a statement on June 3, 1997, titled “Project for the New American Century.” Among the signatories of this statement were ten members of the future American Bush administration, including Dick Cheney, Donald Rumsfeld, Paul Wolfowitz, and George Bush’s brother Jeb. The organization called for the promotion of complete American dominance in the world. It stated:

“we need to accept responsibility for America’s unique role in preserving and extending an international order friendly to our security, our prosperity, and our principles.

In September 2000, the Project for the New American Century published a study “Rebuilding America’s Defenses Strategy, Forces and Resources for a New Century“. There you can read:

“To preserve American military preeminence in the coming decades, the Department of Defense must move more aggressively to experiment with new technologies and operational concepts, and seek to exploit the emerging revolution in military affairs…These information technologies are having the same kind of transforming effects on military affairs as they are having in the larger world. The effects of this military transformation will have profound implications for how wars are fought, what kinds of weapons will dominate the battlefield and, inevitably, which nations enjoy military preeminence… Further, the process of transformation, even if it brings revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event – like a new Pearl Harbor. Domestic politics and industrial policy will shape the pace and content of transformation as much as the requirements of current missions.”

The concept of Revolution in Military Affairs encompasses scientific research indicating that human brain activity, including cognitive functions, can be modulated by directing electromagnetic waves or other physical fields at it, which induces electrical currents that align with its inherent frequencies.

At that time already quite a few scientists have warned that the latest advances in neurophysiology could be used for the manipulation of the human consciousness.

In June 1995, Michael Persinger, who contributed to the U.S. Navy’s project on non-lethal electromagnetic weapons, published a scientific article in which he stated:

the technical capability to influence directly the major portion of the approximately six billion brains of the human species without mediation through classical sensory modalities by generating neural information within a physical medium within which all members of the species are immersed… is now marginally feasible“ (11).

In 1998, the French National Bioethics Committee warned that “neuroscience is being increasingly recognized as posing a potential threat to human rights.

In May 1999 the neuroscientists conference, sponsored by the UN, took place in Tokyo. Its final declaration formally acknowledges that:

Today we have intellectual, physical and financial resources to master the power of the brain itself, and to develop devices to touch the mind and even control or erase consciousness…We wish to profess our hope that such pursuit of knowledge serves peace and welfare.”

Commander Cornelis van der Klaauw from Royal Netherlands Navy, and Expert from Strategic Communications and Information Operations NATO Joint Warfare Centre, wrote in an article in 2023:

“The reason why cognitive attacks go unnoticed by their targets is that cognitive activities bypass the conscious mind and directly target the subconscious of a person… most of our decisions are made by our subconscious…Cognitive attacks are aimed at exploiting emotions rooted in our subconscious, bypassing our rational conscious mind.

In 2021 the International Bioethics Committee of UNESCO wrote:

“External tools that may interfere with our decisions can call into question, or even challenge, an individual’s free will, and consequently an individual’s responsibilities. In this way, neurotechnology could affect freedom of thought, decision-making and action. Taken together, these could have a profound impact on justice systems and social organizations” (pg. 36). In the conclusion of its study it encouraged its member states to guarantee neurorights to their citizens (pg. 38).

An article published in the Space & Defense Journal of the United States Air Force Academy Eisenhower Center for Space and Defense Studies notes:

“Neuroweapons are intended to influence, direct, weaken, suppress, or neutralize human thought, brainwave functions, perception, interpretation, and behaviors to the extent that the target of such weaponry is either temporarily or permanently disabled, mentally compromised, or unable to function normally“ (pg. 11).

In 1994 the Strategic Studies Institute at the U.S. Army War College published the booklet ”Revolution in Military Affairs and Conflict Short of War”. Since the national security information was in question, the book could not tell the readers what technology exactly is making this revolution feasible. Instead the authors wrote about a “sort of psychotechnology“. As well from the beginning the authors were aware that the use of this technology may run counter to basic moral and political values of the American society and for that matter the Revolution in military affairs would require a moral and political revolution to come first. They stated:

“old-fashioned notions of personal privacy and national sovereignty“ have to be changed and developed a scenario of events that would lead American political leaders to support such a revolution. They were to be persuaded by terrorist attacks and rising crime rates. As a result “Potential or possible supporters of the insurgency around the world were identified through a comprehensive Interagency Integrated Database, categorized as potential or active, and “a sophisticated computer simulation of personality was created and focused on each one individually” (pg. 13).

Both cited documents (Rebuilding America’s Defenses and Revolution in Military Affairs) indicated the need for a false flag operation that would pave the way for changing the American political system and at the same time introduce U.S. global dominance. Not too long after their publication, the September 11, 2001 attacks occurred, which raised doubts about whether U.S. security agencies were unaware of the attack preparations, and whether explosives manufactured exclusively by the U.S. Department of Defense were used in the collapse of the World Trade Center towers.

On June 10, 2016, The New York Times published an article titled “United States of Paranoia” about Americans claiming to be victims of neurotechnological attacks. It wrote about a “group organized around the conviction that its members are victims of a sprawling conspiracy to harass thousands of everyday Americans with mind-control weapons and armies of so-called gang stalkers. The goal, as one gang-stalking website put it, is ‘to destroy every aspect of a targeted individual’s life’. The New York Times stated: “The community, conservatively estimated to exceed 10,000 members, has proliferated since 9/11”. Later reports of attacks on American government officials, which resulted in what is now referred to as Havana Syndrome, underscored the possibility of such occurrences. In this context, the article in The New York Times suggested the unsettling suspicion that the U.S. government may have leveraged the September 11 attacks to commence experiments on American citizens, all while advancing its agenda for global dominance.

After 9/11 attacks, the U.S. government began to disregard the sovereignty of several nations. It occupied Afghanistan and Iraq, overthrew the Libyan government, and attempted to do the same in Iran and Syria. In these cases, it was Russia and China that thwarted these efforts. Subsequently, the U.S., in conjunction with NATO, sought to suppress this opposition by initiating the war in Ukraine. After his reelection, Donald Trump requested the territories of Greenland, Canada, the Gaza Strip in Palestine, and the Panama Canal.

Immediately after his reelection, Donald Trump launched an overt assault on American democracy. The New York Times reported that over 40 lawsuits had already been filed in response to Trump’s actions, with some experts suggesting a constitutional crisis was imminent. The American Bar Association, representing thousands of lawyers, issued a statement claiming that Trump was attacking the rule of law and eroding one of the foundational pillars of American democracy. This assault on democracy was further supported by Trump’s vice president and billionaire J.D. Vance, who stated, in contradiction to fundamental democratic principles: “Judges cannot check the legitimate power of the executive.” Elon Musk defended Trump’s attacks on democratic norms on his platform, X, arguing that a judicial coup was underway in the United States.

Elon Musk, a close ally of Trump, wields significant influence over both American and global public opinion due to his ownership of the satellite internet network Starlink and the social media platform X. He responded to a tweet from the account Naval, followed by over 2.6 million users, that suggested a “Second American Revolution,” with a supportive comment: “Yes, and very much needed.” His influence is world wide. On his platform, it is virtually impossible to avoid his messages; even users who do not follow him will have his posts served to them by the platform’s algorithm, often seeing them first. It is worth noting that during his inauguration, Musk made gestures reminiscent of those used by Germans to salute Adolf Hitler. Trump’s national security advisor, Mike Waltz, stated in an interview with NBC News:

“Frankly, what you see is a confirmation of America’s leadership position in the Western Hemisphere, from the Arctic to the Panama Canal... and that is what we want to do… you see the leadership of President Trump.” By the end of February 2025, Waltz referred to Trump as the “President of the World.”

During the last election campaign in July 2024 Donald Trump told to the crowd:

“Get out and vote! Just this time. You won’t have to do it anymore! Four more years, you know what? It’ll be fixed, it’ll be fine, you won’t have to vote anymore.”

What was even more alarming was that on the first day of his second term as President of the United States, Donald Trump revoked Joe Biden’s 2023 executive order requiring developers of artificial intelligence systems that pose risks to national security, the economy, public health, or U.S. national security to submit the results of safety tests to the government before implementation. This decision effectively opened the door for American entrepreneurs to privately develop mind control technologies.

Among those advancing toward this goal is Elon Musk in the leading position, since he is simultaneously developing the Starlink satellite system for global internet communication and the Neuralink system for therapeutic control of human brain activity. Once the Starlink system is fully operational, it will enable internet communication from any location on the planet, potentially facilitating global control over brain activity. However, according to its patent, the Starlink system is not designed to emit pulsed electromagnetic radiation, thus it cannot directly influence human nervous system activity.

Currently, only about half of the anticipated 12,000 satellites needed for the Starlink system are in orbit, and launched satellites require frequent replacement. Up to 60 can be launched into space with a single rocket. The next generation of Starlink satellites is expected to enable direct communication with mobile phones, which are known to emit pulsed signals that can affect human brain activity. If these new satellites were equipped with the ability to pulse electromagnetic signals, they could potentially influence human brain activity directly or possibly even, by prompting mobile phones to emit pulsed microwaves.

Trump’s revocation of security clearance for attorney Mark Zaid, who represented numerous U.S. government employees affected by Havana Syndrome and testified at a hearing before the House Homeland Security Committee focused on disclosing technologies enabling remote control of human brain activity by pulsed microwaves, is particularly troubling. By stripping Zaid of access to critical information regarding the development and potential use of such weapons, the use of those weapons became more probable.

In a television interview, Trump’s Secretary of State Marco Rubio refrained from confirming that Havana Syndrome could be caused by pulsed microwaves, instead speculating that some external mechanism must be responsible. Trump´s official confirmed in this way that the new administration will continue to hide from the U.S. public the existence of mind control technologies. Several billionaires are part of Trump’s administration, which raises the unsettling possibility that the wealthiest individuals in the world may seek to secure their control over global governance through the manipulation of human brain activity.

U.S. pressure to suppress information about the existence of mind control technologies continues.  According to the Financial Times, one of Trump’s closest associates and advisors, Peter Navarro, insisted on February 26 that Canada be excluded from the so-called “Five Eyes,” a coalition of English-speaking countries that share intelligence information.  Was it this breach of U.S. national security information that prompted Peter Navarro to demand Canada’s exclusion from the “Five Eyes”? The next day, he intensified his threats by stating that the United States should redraw the Canadian border.

Very probably you have the last chance to sign the petition, demanding the European Union to declassify the existence of neurotechnologies enabling remote control of the activity of human brains.
