Four pubs a day closing under high-tax Labour

An average of four pubs per day have announced their closure since the start of the year in the wake of Labour tax policies.

Some 212 pubs have announced their intention to close down since January, data from the Campaign for Real Ale (Camra), analysed by The Telegraph, show.

Of these, 19 are fighting to reopen, while 59 are currently seeking a new owner or tenant.

Figures show pubs are in trouble. Since the 1990s, the number of pubs in the UK have declined from 65,000 to less than 45,000.

Some 1,103 pubs announced their closure in 2025.

Under the strain of higher taxes, higher wages and looming drink-drive law changes, experts fear this number will continue to rise.

This is despite Rachel Reeves, the Chancellor, climbing down on business rate changes announced at the Budget, which had threatened to leave some with their tax bills doubling overnight.

Tom Stainer, Camra’s chief executive, said: “In the aftermath of the UK Government’s recent short-term and short-sighted ‘support’ package for pubs, we do not see the high number of pub closures stopping any time soon.

“While business rates announcements in England and Scotland might allow publicans a chance to breathe while treading water, it only papers over the cracks,” Mr Stainer said.

“Permanently lower business rates bills for pubs are needed, along with reduced duty charged on draught beer and cider in pubs, lower VAT on food and drink, and help with unreasonably high energy bills. Only then can pubs start to thrive, not just survive.”

In her autumn Budget, the Chancellor announced that Covid-era business rates relief for the hospitality sector would end in April, after having been gradually scaled back.

This meant that some establishments’ business rates would double, sending bills soaring for pubs across the country. Combined with the burdens of the employers’ National Insurance hike, an increase in alcohol duty, and a rise in the minimum wage, the sector warned it faced potential ruin.
