One of the reasons that governments are prone to rapid degeneration is the lack of quality control.
Every endeavour, whether that of a group or an individual, has a PRODUCT. A mechanic’s product could be stated as fully operational vehicles, a doctor’s product would be well patients, a parent’s product is happy, healthy and capable children.
It gets interesting when you try to state the actual product of a person or group – and even more interesting when you discover someone who does not know what his product is.
So it is with government. Ask the Prime Minister what his product is, or the Home Secretary; chances are you’ll get waffle. As far as I am aware no-one has ever defined what the product of our government is, which is to say there appears to be no strong, clear agreement on what we want it to be.
So we are going to declare the product of our government, which is:
a safe environment in which all people in its area can live well, flourish and prosper.
and every ministry or department of the government would have to have a clear definition of its product, as a sub-product of the overall product of the government.
There is much to be gained from figuring out and coming up with a definitive statement of the products of every ministry, department and official of the government. Once the product of, say, a ministry is stated, it becomes easier for the People to see through the usual smoke screen of PR and discern how well that ministry is doing.
Therefore our government will perform this task and have all the relevant products and sub products defined.
And thus we come to the matter of QUALITY CONTROL.
Every endeavour has a product and at the same time it has to be able to monitor production and correct flubbed or poor quality products.
Ab all bearing factory has the product of perfectly round ball bearings and where flat or square ball bearing come off the production line, it has to have someone inspecting products and detecting the flat or square ball bearings, rejecting them before they leave the factory and finding out how come flat or square ball bearing were produced and correcting whatever unit or person was responsible.
So a government needs a quality control that is alert for and detects the government’s flubbed products.
Therefore, our government shall establish a new Ministry, the Ministry of Quality Control whose job is to observe the output of departments, ministries, committees and agencies and detect their goofs and iniquities before they are unleashed upon the People.
And while we are on this subject, our government shall end the calamitous iniquity of regulatory agencies being in the pay of anyone other than the People’s elected government.
Therefore it shall be made illegal for ANY regulatory agency or similar body or the officials thereof to receive any payments from any outside source.
And the PRINCIPLE OF WRITTEN SUBMISSION discussed in an earlier essay shall also apply in full to the workings and proceedings of any and all government agencies.
This will not bring about perfect government but it will bring about government equipped and inclined to correct its flubs and evolve in a more benign direction.
It is the lack of understanding of its own product coupled with lack of quality control and the means to correct errors which causes errors to become fixed and then compound, that results in decline and decay.
