Guido came across the latest initiative from NHS England – the Accelerated Development Programme – an internal fast-track promotion scheme that’s only open to BME, LGBT, and disabled staff. Exclusionary policies all wrapped up in a bow of so-called inclusivity…
The advert for the pilot programme, updated yesterday, bemoans that “workforce data shows that representation of Black and Minority Ethnic (BME) and disabled colleagues is lower in leadership roles” so they will take “focused action to address this,” though only if you tick the right diversity boxes. Applicants have to be BME, LGBT, or disabled and must apply for a more senior position to get a fast pass up the career ladder. It goes on: “successful candidates will receive coaching, tailored learning and development opportunities” too. Nice perks, if you qualify…

Apply for our pilot Accelerated Development Programme (ADP)
Applications are open for our pilot Accelerated Development Programme which aims to support career progression for colleagues from underrepresented backgrounds as part of our approach to meeting our organisational commitments to support and develop our diverse workforce. Applications must be submitted by Tuesday 26 November at 11.59pm via our application form.
Our workforce data shows that representation of Black and Minority Ethnic (BME) and disabled colleagues is lower in leadership roles, and that there are barriers for colleagues from these groups in terms of progression- particularly at Agenda for Change bands 8c and above. Our data also shows a disparity of outcome or experience for these groups, as well as for lesbian, gay, bi or trans (LGBT) colleagues.
Our Accelerated Development Programme will take focused action to address this by developing talented individuals from BME, disabled, or LGBT backgrounds and placing them into a band 8c or 8d role for a 12-month period. Successful candidates will receive coaching, tailored learning and development opportunities, and the chance to gain hands-on experience in roles that will help them take the next step in their career. This is a great opportunity for colleagues looking to make an impact and move into senior leadership roles.
This is an initial pilot to test, learn and build on. We’re focusing on a limited group of protected characteristics for this initial, focused phase – but want to build on this and take a wider approach in the future, including opening access to ‘non-traditional’ backgrounds and promoting social mobility across our organisation.
Eligibility criteria and how we will assess for potential:
- applicants must apply for a higher band than their current band (for example, someone on band 8c can’t apply for an 8c placement)
- applicants must belong to one of the target groups as informed by our workforce data (BME, disabled, LGBT staff)
- the programme is open to anyone on any contract type as long as they are an NHS England employee
- applicants will be evaluated against the specific placement requirements
We’re looking for applications from colleagues who are driven to take the next step in their career progression towards being our future senior leaders. The assessment and selection process will focus on potential and be thorough and robust to ensure fairness and the right match between candidates and roles.

3. Assessments with a diverse panel will follow, and successful candidates will be matched to specific roles
Successful applicants will be placed into these roles and supported to succeed through a structured development pathway.
